(BILLY) CARTER, III, has engaged, is engaged, and is about to engage in acts and practices which constitute and will constitute violations of Section 2(a) of the Foreign Agents Registration Act of 1938, ("Registration Act"), as amended, 22 U.S.C. 612(a),and Rules 200 and 201, thereunder, 28 G-F.R. 5.200 and 5.201, respectively. 2. Pursuant to the authority granted to him by Section 10 of the Registration Act, 22 U.S.C. 620, the ATTORNEY GENERAL promulgated Rules 200 and 201, 28 C.F.R. 5-200 and 5.201, respectively.
