a A a f I brought the enclosed statement which I handed to him, and in addition made all pertinent explanations. The friend did not change his attitude, and we then agreed that the situation be Btated by means of this etter. f I find it very difficult to write it, as it forces me to give details normally not necessary, and it reminds me of something similar which occurred in Paris. Therefore, I do so briefly in the hope that the enclosed statement and previous acquaintance with the salient features of our system of working supply for its brevity. Speaking frankly, with the same frankness that I use with our friends, without diminution of sincere personal esteem and true regard for their Cause, which is ours, I understand that on their part there is a lack of trust and understanding towards us. From my point of view, nothing justifies the reduction, though naturally I do not claim to have reached perfectii and I do not conceal our fauits and even cur partial failures. I do not understand how in the present circumstances it can be said thet our work is not worth the amount of their allotment when it costs us who work hard quite an amount nore. The five months which have passed since the beginning of our collaboration have been very difficult for ail the S.I. (Intelligence Service} to the extent that there have been numerous arrests of agents and the hints that we have always received from the S.I. (Intelligence Service) have advised prudence and have forbidden work in certain delicate matters. Ail this means work in a scattered and divided way, which has a direct result on the economic situation. The organization of the files, for example, does not deserve mention under other circumstences; in the circurstances in which we live, for security reasons and for lack of plomatic status, they recuilre notable attention and expense. We have not fixed limits or restrictions to our collaboration with this S.C. (Legal Attache) because of difficultie or such reasons. It has been necessary to use patience and prudence end to proceed gradually, but without slackening or interrupting, looking after the whole extent of possible objectives according to instructions, and locking towards the future with the realization that our Service is not a short-lived flower but. rather has a mission to perform in the near future. Right from the beginning we have given the S.C. {Legal Attache) an appreciable amount of work, including all that & 2° has been given to other S.I. (Intelligence Service); we have - increased the extent of our S, (Service) and specialized its . sections; we have notably improved the informative potential -2- Mae nye
