Mr. IRALA is firmly convinced that if the Bureau's representatives in
Buenos Aires proceed to develop the Basques for political, economic and the
‘other types of information, that within a reasonable period of time, DR.
LASARTE will have cut down on his furnishing of information
and eventually will deal only with the Bureau's representatives.

The foregoing has been made a matter of a seperate letter to the Bureau
i inasmuch as it ts the most diffioult problem existing in any general agreement
the Bureau might reach with the Basque Delegation. It is likewise believed
that this background information would be of invaluable assistance to the
office of the Legal Attache at Buenos Aires, Argentina so thet it may be
