CONFIDENTIAL Director, FEI JD Yew York, N.Y. March 4, 1944 Mr, IRALA states that the only real aduinistrative difficulties he sould envision at this point might arise in Mexico, Chile, Colombia end _ Argentina. In the firat three named countries, Mr. IRALA believed that it would assist the Bureau if a menber of the Basque delegstion went to each of these countries; picked out the best Basque representative there; gave him complete instructions as to dealing with the Bureau's representatives in order to insure efficient operation of the Basque information service in the three eountries already mentioned.
