Bey. 18-83) CRIMINAL INVESTIG ~*‘E DIVISION | " INFORMATIVE NOTE Date 5/27/ Re: ATKID By attached teletype, the Atlanta Division advises that on 5/22/81 a bridge surveillance team, including one SA, was in place at the James~Jackson Parkway and Chattahoochee River. At approximately 2:52 am, a loud splash was heard in the river under the bridge, and thereafter an automobile was observed on the bridge apparently immediately above where the sound of the splash originated. A vehicle was thereafter observed slowly accelerating across the bridge, and after turning around in a parking lot, it was observed proceeding back across the bridge. A moving surveillance instituted by a police officer and the SA culminated when the vehicle was stopped after entering a major. thoroughfare.| - The driver of the vehicle, a 1970 white Chevrolet stationwagon, was identified as Wayne Bertram Williams. Williams advised that he was a talent scout and had a 6 am appointment in the area of the James-Jackson Parkway. He denied stopping on the bridge or discarding debris into the river. . Williams consented to a search of his vehicle and was thereafter allowed to proceed for lack of probable cause to detain him any further.
