bic rs ADDENDUM: CRIMINAL INVESTIGATIVE DIVISION (CID) 11/13 80 It is CID's view that it is premature at this time to commit the amount of Agent manpower from other field offices as requested by SAC, Atlanta. It is noted that although it will undoubtedly be necessary to conduct investigations into those cases where the victims have been found, the initial scope of this FBI commitment is a “preliminary investigation” to determine whether a Federal kidnaping violation exists with regard to the four missing children. Therefore, at the outset it should not be necessary to assign the number of Agents to the murder investigations as envisioned in SAC, Atlanta's plan of attack. Given the foregoing, CID makes the following recommendations: 1. That a total of eight Special Agents be temporarily assigned to the Atlanta Division to aid in the investigation of the four missing children. SAs QD Newark Division, and_47C- a TS RST Pittsburgh Division, former homicide detectives have previously been dispatched to Atlanta. Therefore, an additional six Agents from selected offices will be necessary.
