ME PROPOSED AN INVESTIGATIVE THEORY FOR CONSIDERATION | BY USA HARPER. HE ADVISED THAT SEVERAL OF THE MISSING AND MURDERED 1 CHILDREN ARE ON WELFARE AND RECEIVED FOOD STAMPS AND THE KILLING OF THEM DEPRIVED THEM OF THE OPPORTUNITY TO PARTICIPATE IN THIS GOVERNMENT FUNDED FOOD STAMP PROGRAM | WHICH COULD BE INTERPRETED AS A VIOLATION OF THE FEDERAL | CIVIL RIGHTS LAWS, USA HARPER THOUGHT IT A NOVEL IDEA, HOWEVER, ME FELT IT WAS “STRETCHING THE LAW.” HARPER DID ADVISE MAYS THAT KIS OFFICE, ALONG WITH THE CIVIL RIGHTS DIVISION, DEPARTMENT OF JUSTICE, WOULD RESEARCH THE THEORY AND PROVIDE AN APPROPRIATE RESPOWSE. ALSO CONTRADICTING COMMISSIONER BROWN'S LIMITED | REQUEST FOR FBI ASSISTANCE WAS DEPUTY COP REDDING, WHO STATED — THAT HIS DEPARTMENT WAS DOING EVERYTHING POSSIBLE TO GET THE FBI INVOLVED IN THE CASE ON AN INVESTIGATIVE BASIS. SAC, ATLANTA, ADVISED THAT HIS KNOWLEDGE OF THE FACTUAL SITUATION
