Georgia Bureau of Investigation (GBI), Division
of Forensic Sciences, report dated 7/15/80, case #80-15919,
regarding Anthony Carter, reveals two test tubes containing
blood which was submitted by investigating officer for exami-
nation with the request of BA blood alcohol. Results were
positive for ethyl alcohol, 0.15 grams. Results were noted
as unreliable, due to putrefaction.

ere er Technician, GBI, Division of Forensic
Sciences, has advised that when blood samples of Carter
were received, samples were in extreme state of putrefaction
and therefore, could not type. She also advised that no
swatches from Carter's blood samples were prepared.
The FBI Laboratory is requested to examine the
enclosed scrapings and also the stains on the heating vent,
which is being submitted under separate cover, to determine
if these stains are blood. If determined to be blood, determine
if it is human blood. Conduct ABO Grouping, Rh, MN and enzyme
typing systems, if determined to be human blood.
The Atlanta office will conduct logical investigation
through school, birth, etc., records in an effort to locate
medical records and blood types for Anthony B. Carter.
