. I 11/4/80 ’ CRIMINAL INV. LfIGATIVE DIVISION Attached Atlanta teletype advises that since 7/20/79, fifteen black children, aged seven years through fifteen, have been re- ported missing in Atlanta, Georgia. Eleven of these children have been discovered murdered, eearmd Pa | 7 A special task force comprised of officers from the Atlanta Police Department and Georgia Bureau of Investigation (GBI) Agents has been formed to investigate these murders. The Atlanta Division of the FBI has covered numerous leads outside the State, and the facilities of FBIHQ, including the Laboratory and the Behavorial Science Unit, have been utilized to provide assistance in the investigation. The Mayor of Atlanta, Maynard Jackson, is of the opinion that the FBI should have a legal basis for entering this investigation nA and has contacted the White House and the U. S. Department of Justice (DOJ) regarding this matter. On 11/3/80 George Napper, Chief of Police (COP), Atlanta, Georgia, contacted the SAC of the Atlanta Division, John D. Glover, to request additional investigative assistance. SAC Glover advised the COP the facts to date have not determined a Federal violation: therefore, no additional FBI assistance could be forth- coming at this time. SAC notes that political pressure | has situation in an emotional manner. As a result, they are creating the impression that the FBI is being less than cooperative in this matter. The U. S. Attorney, Northern District of Georgia,is attempting to schedule a meeting on 11/4/80 or 11/5/80 with the Atlanta City Attorney, the Public Safety Commissioner and the COP to once again explain the position of the FBI and the DOJ in this matter. - Mr. Mullen 1 + - Mr. Steel = approven: ~~ Adm.
