Carriers, Incorporated, which was mentioned in the preceding section of this report, were represented by the Rosenbaum Law Firm which acquired a total of thirty-three surplus vessels. In the case of the United States Petroleum Carriers, Incorporated, the Sub-Committee found that in 1947 the Rosenbaum Firm, Zhrough ROBERT W. DUDLEY, had represented —_—— one CONS Tan TINGAKONTALIDIS, @ Uruguayan citizen of Greek oricin, in the latter's efforts to purthasé surplus vessels from the Maritime Commission. This application was denied by the Conmission o: September 12, 1947, because it was felt that a sale to a non- citizen for Panamanian flag operation would remove the vessels from “effective control of the United States." Two weeks later, the Rosenbaum Firm organized the United States Petroleum Carriers, Incorporated, as a citizen corporation with an authorized capital stock of as tid shares; 600 shares of the stock were issued fo ROBERT W, DUDLEY, Admiral H. L.WeOWEN, and ROBERT L®sERENSON, all of whom were United Stated citizens, 400 sharéS remained unissued as of — that date.
