William Olson of the Internal Security Division: advised on 10/25/72 this matter was originally referred to the FBI for information only, without a request for investigation. Upon review of the Department's letter to Neidlinger Mr. Olson noted it could be construed by the recipient that the FBI was going to actively” investigate the matter.
