(b} “Rotation” is defined as the replacement of unit

(d) Rotation shall be conducted on a man-for-man basis,
vided, however, that in any one quarter neither party shall ir
duce more than fifteen thousand five hundred (15,500) mem
of its armed forces into Viet-Nam under the rotation policy,
