The "Guide to Subversive Organizations and Publications",
revised and published as of December 1, 1961, oy the Committee on Un-
American Activities, Ue S. House of Representatives, documents - the
Emergency Civil Liberties Committee as foliows:
"To defend the cases of Communist lawbreakers, fronts have been
devised making special appeals in behalf of civil liberties and reaching
out far beyond the confines of the Communist Party itself. Among these

TESNLZations are wie = * Emergency Civil Liberties Committee. When the
Communist Party itself is under fire, these fronts offer a bulwark of
protection." _

A source advised December 21, 1957 and January 6, 1958 that
LEONARD BOUDIN, constitutional lauyer and legal counsel for Emergency Civil
Liberties Committee, made a spece December 20, 1957, accepting the Phila-
delphia Associates as a group tc ‘ork with the national organization. This
occurred at a Sill of Rights [T.: :eebration sponsoregl-by the Philaielphia
Associates, Emergency Cival Lil riies Committee, at the Adelphia Hotel,
Philadelphia.
A second source advised on May 23, 1962, that the Philadelphia
Associates have not bes active in the past. ten years, have no current
active membership ana «. not mainsain a he-cq arters in Philadelphia.
