Neradly. this research product would be used for study to combat this evil inasmuch as the Public Health Service is "to benefit by it," _. The crux of the matter as presented by hwas (l) there is a New | York State statute which prohibits New York City Police from divulging pornographic material to anyone other than the New York State Police, New York or Federal legis- lative arms or the FBI; and (2) the captioned Institute might conceivably obtain this _.., | information from the FBI after the FBI had obtained it y request from New York City ~ Police, ee indicated that she was sort of thinking out loud and detiitely was not making any sort of official request regarding this matter, Further, she stated that she wished this contact to remain in confidence, was | informed that, of course, no advice could be given in this matter. “However, she undoubtedly knew that. the divulging*from FBI files was under Department of J ustice regulations.
