Neradly. this research product would be used for study to combat this evil
inasmuch as the Public Health Service is "to benefit by it,"

York State statute which prohibits New York City Police from
divulging pornographic
material to anyone other than the New York State Police, New York or Federal legis-
lative arms or the FBI; and (2) the captioned Institute might conceivably obtain this
