I am convinced that if the present bitterness con- tinues to dominate international relations we face catastrophe. We can not count on the prestige or strength of any single nation to bring about international stability. The power that one country possesses today, tomorrow will bejong also to others. Industrial installations, however oompliex, oan be duplicated; inventive ingenuity and economic resources can be exploited under other systems of government. So long as international relations are determined by rival national sove- reignties, the threat of atom!s war will remain. ~T "We scientists nerf . . enat a olear and widespread understanding ° ~ of the fects and implications of the atomic discoveries is indispensable to @ reasonable public stand on questions of international politics. Given thie understanding, men and women will recognize that only inter- national cooperation through effective institutions can ensure ascurity against humanity's destruction. The enclosed article seta forth my om beliefs as to the reasons for the stalemate which confronts us today in the vitally impor- tant negotiations on international atomic energy control. It proposes certain actions on the part of our people and our government which I think would be helpful in lessening the present tensions. Because each one of us must bear his share of the burden of this generation, I ask you to consider these suggestions, and to discuss them with your neighbors. Only through clear formulation and frank discussion of concrete proposals ean men of good will in all countries help to achieve a solution. Now still a little time remains for us to consider different paths leading to a federation of nations in which men may develop and use their creative capacities to serve mankind. Each one of ue can do his part by working to bring atcut responsible public action based on understanding of the present crisis. Through our campaign of public education on the simple facts of atomic energy and ite social inpli- cations, we of the Emergency Committee of Atomio Scientists have pledged our utmost effort to this end. Friends have already subscribed more than $410,000.00 of the one million dollara we need to carry out our minimum program. I ask you to help ua in fulfilling our task. Faithfully youra, L-90997/
