On December 31, 195), a fifteen-year-old indictment
on a contempt of court chsrge was dismissed in Federal Court
in New York against Zwiliman. This indictment was the oldest
of fifty indictments dismissed on this dete, On August 2],
1939, Zwillman was ed judged in contempt end sentenced to six
montha for his refusal on grounds of self-inerisinetion te
answer questions before the grand jury in New York. He hed
dean called te name hie business associetes from 1928 through
1932, when he was alleged to have been active in the bootlegging
racket. This contempt conviction was reversed on January 18°
1910, by the United States Court of Appeals, the Court ruling
thet Zwiliman had a right to invoke a privilege of refusing to
ensver questions on grounds of self-incrimination. The
Government did not appeal this reverssl, end the case was
returned for retrial, Three months later it was marked off
the judictel calendar and was never recalled,
In March, 195, Zwillman announced that he and a
group of associates would cantribute a quarter of a million
Ollars towards alum clearance in Newark. Zwillman sdvised
at this time that his action was motivated only by a desire
to redevelop Newark end that he hed no intent to manage the
project in any way.
During February, 1955, 1t was reported that Zwillem
frequently had lonch with Prank Costello and Frank Erickson
at the Mens Ber, Waldorf Astoria Hotel, New York City.
According to en article in the "New York World
Telegram and Sun," of January 10, 195), Zwillman and Stacher
in 1949 were behind # proposed eleven hundred unit multimillion
dollar housing project in Jersey City, New Jersey. This deal
involved acceptance by the Jersey City Comission in 1919 of
Leslie M. Weber as finencier in place of the Prudential
Insurance Company. The project was never built, but Weber in
trying to obtain $90,000 for control of the lend allegedly
borrowed $20,000 from Zwillman and $5,000 from the Harlow
Agency, Incorporated, a Newark, New Jersey, insurance firm
controlled by Stacher.
The March 1), 1956, edition of the "New York Mirror,"
contains a column by Victor Riese] entitled "Multi-Berreled
Purpose in Saperstein Shooting." This erticle describes
Louis Saperstein as a "muleter-extraordinary of union welfare
funds," indicating he “dipped in" for almost one miilion
