PLAN TO REVIZY CENSCRSHIP PRESSURE CN MCVIES OFFERED BY ACLU |, .

OOF ve
A plan to relieve censorship pressure exerted on the metion ric ture Sndus try
self-appointed reviewing grours was vroresed last week by the American Civil
Iiberties Unisn end its anti-consorship affiliate, the Naticnal Council cD
Freedem frem Censorship.

The proposal, submitted to the Motion Picture Association of America, calls. for
the MPAA to collect informaticn that will holp it to decide if objecticns to cartain |
film subjects "are based on selid evidence and represent the opinion of the motion
Picture audience rather than the epinion ef one farticuler group." This could bs
determined, the civil liberties groups said, if cpinicns were solicited from: (1)
cross-cection of movie peers, (2) excerts on the film subject to be covered, and
Psychologists and secial scientists, "who have soma knowledge of human vehavior
and what stimulates it." .
The plin was presented to MPAA resident sric Johnston in a letier from ACLU
executive director Fatrick iiurphy Malin and Wlmer Rice, noted playwright and
. chairman of the National Council on Freedom from Censorship.

"We believe that one of the most serinus restrictions on Creeicm of a3 vy-ras
is the code's porchibitions gainst any treatment of cartain topics ineludin
use of certain words....It is generally understood that these prohibisicns vars
incorporated into the code in the rast because of tha strone objecticns of certain
self-appointed reviewing groups. By their ccntinuing pressure trese prouts, in
.@ffeot, have raquired the indus iry to accept their stand ard of socially-accepzadla
film subse ts and treatment.
. ‘"sedless to say, these groups have a constitutional right to express their
‘epindors, and tha inion defers this rt ght, but when the expression hamrers free
Gzpressicn and deprives other aemcters.of the cexmumity to see cortain sub ject
matter treated in Ziims, then it is vrorer to offer objection.
",.sin framing the code to meet the demands of these groups, the HFAA has not
arly given up an impertént measure of freadem, but it has done so without da termining
+f the public agrees with their opinion and whother tho evils invei ghed against by
these groups could reasonably be expected to follow, Wa submit that if the MPAA
adopted a firmer tasis tn appraise the likelihood of these evils it would probably
itd it unnecessary to include the taboos it new does in its code,"
