I'm an old retired Pentagon "leak chaser" with a batting average of 85% cases solves of 222 handled between August 1965 until December 1972. At that time I was the Chief of the Investigations Division, Office of the Secretary of Defense. Now, I feel obliged ‘to comment on the recent well-publicized Arab Scam (Abscam) leak. i Let me bluntly state I think that the two ongoing investigatfons to solve the leak to the press are being conducted at the wrong end of Pennsylvania Avenue. I firmly believe the White House is responsible for the leak. My Interest To demonstrate my reasoning for believing the White House is respon- sible for the leak to the press, I'm going to assign this case to nyself for investigation. First, allow me to advise what my interest is in this matter. It is purely selfish because as a taxpayer I feel I'm being unnecessarily ripped-off with the expense of two investigations as a result of Attorney General Benjamin Civiletti and Democratic Members of the House of Representatives each having their feathers ruffled due to the great public embarrassment associated with the leak that involved six Democratic House Members and one Democratic Senator. One Republican House Member was also snared. Accordingly, Mr. Civiletti has conscripted the services of Mr. Richard Blumenthal, a U. S. Attorney from Connecticut, to personally lead an investigation within the Department of Justice to determine if the leak was in-house. Congressman Charles Bennett (D-Florida), Chairman of the House Ethics Committee, not to be outdone, has hired Washington, DC Attorney Mr. E. Barrett Prettyman, Jr., along with his prestigious law firm of Hogan and Hartson to investigate the potential bribery charges against the named Abscam House Members. Can you imagine | what their astronomical cost will be to the taxpayer? Whatever happened to due process of law such as a Grand Jury hearing? Maybe there won't be eight indictments. Actually, Mr. Prettyman's main role has to be trying to solve the Abscam leak to help reduce the pressure on the House Members involved. «, eg ay as adel . erm me eae ate te ee, ~ ae ERLE we ee
