Active investigation is conducted by the FBI only when Specifically requested to do s0 by the _ United States Department of Justice. In every bombing-incident. this Bureau immediately offers its cooperative services to lpcal author- ities whether or not active investigation ts being instituted by us. git With respect to the Birmingham church bombing you entioned, we not only furnished full cooperation to the Birmingham lice but the most extensive type of active investigation was also z\conducted by Special Agents of this Bureau.
