With reference to the newsnaner story wherein it was stated all agencies
investigating the bombing -- the FBI, the Sheriff of Jefferson County and city
police-- are agreed that the bomb, a "high-order explosive’, was olaced undernea’
the exterior steps at the rear of the church, ~ the following is submitted:

SAC Moore at Birmingham advised that the U. S,, District Judge, Clarence
ligood, had been in touch with U. S, Attorney Malcol eaver concerning rumor:
oating throughout the White and Negro sections of Birmingham relative to the
mbing and that he, Tudge Allgood, had stated these rumors should be squelched,
his information is ‘set forth in memorandum of 9/20/63 to Mohr from MeLoach,
copy of which is attached,
SAC Moore advised the Birmingham Office received a telephone cali from
U. S. Attorney Weaver concerning making a newspaper release and he was advised
that the FBI was not ioining in any release of information to the newspapers. At
that time U, S. Attorney Weaver made a specific request to talk to SAC Moore,
Subsequently SAC Moore called Weaver and Weaver stated to Moore that! ~
I} he was making a joint release with the police and Sheriff's office scofching the
rumors that had been floating in Birmingham concerning the bombing. Weaver
| told Moore that he had wanted to talk to Moore concerning the basic facts of the
bombing; however, he had obtained his information from other agencies and news~
papers and asked Moore for no facts whatsoever. There was no further conver=
sation between Weaver and-‘Moore and no other conversation with ore
