As you recall in our earlier letter to you we requested permission to inter- view the FBI agents who participated in the investigation o an 4 of the bombing of the Sixteenth Street Baptist Church in wD “A Birmingham in 1963. In response to our request to interview 3 these agents, you have requested us to submit written C inguiries to be forwarded to these agents. »; 4 * i i + I must say that I am somewhat surprised by your response to our letter. As a veteran law enforcement officer, you must know from your .own experience that the procedure you have suggested for interviewing the agents in question is wholly impractical and unworkable investigative procedure. The sub- 7° mission of written inquiries is no substitute whatsoever for face to face interviews. \ I hope that this suggestion by your office is not simply another example of Bureau " footdragging" in this case. We have met repeated resistence from the Bureau every since we began - requesting information concerning the church bombing in 1971. HE On a number of separate occasions I made personal requests for | information from various Bureau high ranking personnel. \Each time I simply received no answer or was put off.
