Mr. BAXLEY declined to elaborate on the nature of his informant's information and was generally vague in providing a basis for conducting additional investigation, other than to state that with the passage of time an atmosphere of cooperation may have developed in which certain individuals may be willing to : : * * 2 fan earneesrnindg fhiae mattar 2 provide information VILLE Ltisdif, Lilia IML LOE. * As to the individuals on whom Mr. BAXLEY requested information (see page 2 of LHM), with the exception of the unidentified Birmingham Police Lieutenant, the files of the F.B.I., Birmingham contain numerous references, inasmuch as during investigation of this case they were contacted because of | their association or affiliation with individuals who, because of their background or other reason, might have knowledge concerning this matter. It should also be pointed out that considerable information developed on each of these individuals could possibly have originated from confidential sources whose position in the community and in some instances personal safety are contingent today on maintaining the confidentiality of the information furnished in this matter. For this reason, the Bureau may desire to have an official personally discuss this matter with the Civil Rights Division, Department of Justice, in order to insure that the Bureau's interests are fully protected.
