Several members of the vser, are presently under indictment in the U. 8. strict Co , Birminghan, for their activities in connection with the desegregation of the Birmingham schocls in September, 1963, The leader of this organization is Dr. Edward R. Fields and the attorney forthe organization is Jesse B, Stoner of Atlanta, Georgia. Information has been received in the past indicating that these men condone and at times incite violence. It is hoped that through such a technical surveillance / information will be developed leading to the identification of the, ; perpetrators of the bombing of the Sixteenth Street Baptist Church 3 in which bombing four small Negro children were killed. _ 4 In view of the tense racial situation in Birmingham 6 a in — aggravated by the recent bombings, it is believed that further activity on the part of those responsible for the bombings could easily: lead to further rioting, bloodshed, loss of life, materially affecting the security of the United States. The Birmingham Office has assured that the technical surveillance can be installed with full security. There are 56 investigative-type technical surveillances in operation at the PrP time and 14 are awaiting installation.
