2 ee 157-352 J 4“ On September 22, 1963, a surveillance was initiated of the immediate area surrounding the 16th Street Baptist Church, Birmingham, Alabama. Eight teams of agents recorded license tags for a period of two hours centered about the time of the explosion that occurred the week prior. <A total of 954 license tags were recorded. Of these, the same license tag was _ recorded by more than one team and this figure was 157 tags. The same license tag recorded by more than one team and traveling on the same street was determined to be 59. License tags in the third group, that is, tags recorded by more than one team and not traveling on the same street, were searched through records of the Motor Vehicle Bureau, the identity of owners determined, and owners interviewed without obtaining any information pertinent to this investigation. Names were searched against members of known hate groups and suspects in this matter.
