e? The Attorney Genera} called shortly after 8 oflock this
morning and asked about developments in this case in Birmingham,
particularly the reports that the State Police had arrested two individuals.
He was informed that we had been keeping Assistant Attorney General
Burke Marshall of the Civil Rights Division informed during the night as
to these developments. He was furnished the same information that had
been given earlier to Mr. Marshall, which satisfied him, and he asked to
be apprised as to any further information developed.
After his arrival at the office, the Attorney General was
contacted personally, He was informed that as a result of the constant
complaining by the integration groups about our Agents working with the
local authorities in the South, we have had to withdraw in this regard so /
that we don't get information as to their plans as we have in the past; fo fe
that there had been a time in the past when the local authorities did not
trust or work with Federal Agencies, but that by concerted effort over the
years we had overcome this insofar as the FBI is concerned, and had
oe built up a close association, and we knew what action the local authorities
a were taking. Because of the criticism that FBI Agents have been too close
to the police in the South, we have had to back off, and as a result have

It was further brought to the Attorney General's attention
1 that we had been replacing southern-born Agents assigned to that area with
Agents born and reared in the North. Now the Negro leaders have cast
aspersions on these northern Agents because some of them have married
southern girls and this allegedly brings the Agents too ee the PaaS ~ 7
