Results should be promptly submitted to the Bureau by letterhead memoranda suitable for dissemination. In addition to the above, you should immediately prepare a separate comprehensive letterhead memorandum suitable for dissemination containing all pertinent information developed to date from confidential sources pertaining to instant and related incidents. You must, of course, use care in preparing this memorandum to insure that the identities of the various sources are edequately concealed.
