Although the writer in the capacity as a reglatory official for the Michigan Department of Agriculture for many has had some experience in enforcement and investigation work, it is as a Neophyte in respect to men of your Department, that I offer the following information. As an outsider, and basing mh opinion on News y - it strikes the writer tl these bombings are the work of an organization—or someone trained in handli of explosive. Perhaps an ex-service man trained in handling demolition char or perhaps even at present a member of the Local or State Police, per- haps a member of the Alabama National Guard. I realize that to operate on.. this assumption, and check such information out ~ coud be along an tedious process, perhaps ending in naught. However, back in the second world war : as a member of the U.S. Airforce, I served several years at various bases in the deep South; and associated with a good many Southern soldiers, and I know of the deep hate, and disrespect, that was harbored by some of the Reb soldiers, for the colored populations. Some could never be educated to think differently. With out a doubt, your office has given thought to this samc thing - but I make mention of the same - for as an outsider considering that 8 such bombings have taken place without an apprehension - this does not appear to be the work of a crack-pot.
