THEY WANTED TO KEEP IN TOUCH WITH US, AMD MIGHT MEED FURTHER GUIDANCE AT SHORT NOTICE, WE COMMENTED THAT AT FIRST SIGHT THE SHELL/BP RESPONSE TO THE SITUATION SEEMED ENTIRELY APPROPRIATE, BUT THAT WE WOULD NEED TO CONSULT MINISTERS. • : . 6.
