I do not think that we should be deterred from taking action on the Stansted flights for fear of retaliation against the British community in Uganda, which still numbers some 400-500 despite the many warnings they have been given that they remain there at their own risk. I am concerned about them but although President Amin has made some generalised threats, he has not so far acted against the American Community following the imposition of the US trade ban. The American Government do not believe he will do so.
