Mr. Chairman:
Thank you for inviting me to discuss with you the
question of U.S. policy toward Uganda. I would like first
to review very briefly the principal elements of our
relationship with Uganda, and then I v<»uld be happy to
respond to your questions.
At the outset, let me establish one point about which I
believe there can be no doubt or dispute: the United States
Government deplores the record of massive violations of
