the Human Rights Commission. We have made clear throughout
our hope that the Ugandan Government would cooperate with
such efforts; we continue to hope that this will be the
case.

Finally, it is our policy to provide humanitarian
assistance t& refugees from Uganda, both through contributions
to the UN High Commissioner for Refugees and through special
assistance (such as in f;he education field) where particular
needs are identified.
