Dr. Victor MONTOYA, Deputy Secretary~General of the fenth Inter-American Conference, was in 1930 a member of the VAIVULA group, an anti-GOMEZ student group with liberal tendencies. Other members of this group were Arturo USLAR Pietri, Dr. Carlos Eduardo FRIAS, and Nelson HIMIOB. Later, MONTOYA became ill with tuber- culosis and upon the advice of his doctor went to Switzerland. While in Geneva some of his friends managed to obtain a post for him in the Venezvelan Embassy there in order to assist him financially. Since that time MONTOYA has continued in the diplomatic service. He was at one time a Communist, is now an extreme leftist, and is anti-American. MONTOYA is described as the "gray eminence" of the General Secretariat of the Venezuelan Government. Field Comment. MONTOYA was at one time Secretary of Internal Politics of the Sectional Committee of the Movimiento de Organizacion de Venezuela (ORVE) in Los Teques.
