Exploitation of Situation by TSS: It has been generally , recognized for" some time that the external research activities of TSS/CD, particularly in the biological field, are sorely in need of proper .. cover . It is felt now that usefulness will be increasingly - 0 limited in the future due to: A. Their scientific cover situation wojjld enable them to travel as , extensively as required , elther • They “ could tta’ice the necessary contacts with TSS either in a suitable "neutral" non -government meeting place or they could come in and out of government buildings occasionally as consultants. They would prepare periodic reports to Chief, TSS detailing the activities of the past_ period. IV. Advantages Accruing to TSS: The advantages accruing to TSS/CD through ouch an arrangement are manifold and consist in part of the following: Provision of; . A. Laboratory and office space, technical assistants, equipment and experimental animals for use of TSS/CD personnel.
