The ninth meeting of the Cuban Study Group on 3 May 1961 opened with testimony from the chiefs of counterintelligence (CI) and foreign intelligence (FI) activities during the course of the anti-Castro project. T~stimony from both men apparently satisfied the committee, but considering the charges which would be made about the failure. of WH/4 to ,make use of the Intelligence Directorate of the Central Intelligence Agency, it was unfortunate that no one on the committee seriously questioned the FI Chief on the subject. At least Mr. Dulles should have mentioned that the Agency's planners utilized both National Intelligence Estimates (~IE's) and Special National Intelligence Estimates 76/ (SNIE'sl in assessments of the internal situation in Cuba.
