States ambassador to Guatemala, John J. Muccio, who preferred a back seat with regard to all activities concerning the Cuban Brigade, was also going to be forced into an active role in at least one event where the Agency played the key role -- the preservation of the Ydigoras presidency in November 1960. As early as July of 1960, Ydigoras expressed to 0 Ihis fear that the Partido General Trabajo ------ and the Partido Unidad Revolucionario could possibly overthrow his administration. With this in mind, Ydigoras had discussed with I land Carl Jenkins the possibility of forming a multi-national force composed principally of anti-communists from all parts of the world, including Guatemala and other Latin American countries. As part of this program, Roberto Alejos had suggested to ~and Jenkins that Guatemalan volunteers be trained as a part of the JMATE operation.
