In mid-October of 1960,
a survey team from Agency
Headquarters under the direction of Napoli made a trip
to Nicaragua to inspect Puerto Cabezas.
Again the
Agency representatives dealt directly with the Presi-
dent of this Central American country, receiving his
full support and cooperation.
Somoza volunteered to
foot the cost of the DC-3 aircraft that would be pro-
vided to the survey team,
including the pilot and the
crew.
He also was asked to provide a senior official
who could act as his spokesman, and in this connection
Noel Pallais Debayle,
a cou,sin of Somoza's who had
accompanied the survey team,
was identified as the
contact.
