It is apparent from these ratings that the other units had not detailed their best people to WH/4 but had in some instances given the project their disposal cases. 7- Furthermore, although the project eventually included the large number of 588 personnel, there were long periods in which important slots went unfilled, due to difficulty in procuring suitable officers. For example, the counterintelligence officer of the Miami Base was never supplied with a case officer assistant, there was a long period in which the project professed inability to find a CI officer for the Guatemala Base, and months were spent in search of an announcer for Radio Swan. Few Clandestine Services people were found who were capable of serving as base chiefs; the support services had to supply most of them. All of the paramilitary officers had to be brought from outside WH Division, or even from outside the Agency.
