a TO P68 its independence and remaining outside the organizational structure of the project, in which it had a vital, central role, including air drops to the underground, training Cuban pilots, operation of air bases, the immense logistical problems of transporting the Cuban volunteers from Florida to Guatemala, and the procuring and servicing of the military planes. The project chief had no command authority over air planning and air operations. The DPD unit established for this purpose was completely independent. 8. The result was a divided command dependent upon mutual cooperation. There was no day-to-day continuing staff relation- ship, which is essential for properly coordinated operations. Headquarters of the two units were in different buildings far away from each other. The chiefs of air operations in Guatemla " and Nicaragua were DPD representatives , independent of the WH/k chiefs of these bases, and the Headquarters confusion was compounded in the field. 9. In October 1960, shortly after his assignment to the project, the paramilitary chief noted coordination difficulties between WH/4 and DPD. He pointed out that the organizational structure was contrary to military command principles 3 to accepted management practices, and to the principles enunciated by the DD/P himself in 1959 and recommended that the DPD unit be integrated into WH/4, under command of its chief.
