ANNEX: Strategic. Consicerations
-' Il. In weighing their decision to install ballistic __
missiles in Cuba, the Sevict leaders sust have considered
the military utility of these weapons with and without
nuclear warheads, the targets ia the US and elsewhere which
they could Teach, and tho strategic value “ef deploying
wissile forces of various sizes in Cuba. ;
2. Bocause of their typa of guidance and relative
inaccuracy, baliistic missiles have utility against fixed -
targets of known location, and not against such targets
as convoys or naval ferces at sea. The Soviet 766 and
- 1300 n.a,. missiles, whose CEP's sre estinated to be in weet
‘ the 1 to 1.5 nwa. range, could conceivably be exployed
with 1E warheads against large silitary conters and urban -
areas. It is highly unlikely that the Soviets would see
- any advantage in deployment for this purpose, but they
