@ fae Re: Merger of the Cuban Communist Party With the 26th of July Movement Information from the above named individuals reflected that there will be a merger of the July 26th — Movement (Castro Party) and the Popular Socialist Party (CP) of Cuba. -Discussions xelative to this merger are now being- held in Cuba and in Moscow, Union of Soviet Socialist Republics (USSR), and steps are being taken to effect the merger of these two groups. For several months past, there have been Lengthy discussions in Moscow between Blas Roca, General Secretary of the CP of Cuba, and members of the CCCPSU regarding the aforesaid merger. As yet, there is no name for the proposed merged group. Fidel Castro does not want to be head of this new merged party, nor does Blas Roca, In the Cuban provinces, there has been, to some extent, a merger of the above-mentioned groups, particularly among the youth. The CP of Cuba has established Marxist-Leninist schools for the education of July 26th Movement functionaries. Fidel Castro has a personal instructor, who is teaching him Marxism-Leninism. Raoul Castro, brother of Fidel Castro, is not taking instructions, inasmuch as he already has been educated in the principles of Marxism-Leninism. Lf the above-mentioned merger is not formally announced by the end of July, 1961, it will be postponed for six months.
