The source of information is NY 694-~S*, who furnished this information to SAS ALEXANDER C,. BURLINSON and GEORGE EDWIN JONES, on 7/18/61. The information set forth in letterhead memorandum was received by informant through conversation with LADISLAV KOTZMAN during the period 6/20-21/61. “Informant further learned that KOTZMAN was slated to go to the Mongolian Communist Party Congress in Ulan Bator, Outer Mongolia, and then to the Congress of the Communist Party of Japan. It is noted that in connection with possible Bureau dissemination, the informahion contained in the letterhead memorandum concerning the conversation is only C known to two individuals and the letterhead memorandum is being submitted orithe theory that the Bureau might find it neo to make limited eaten this information.
