Re: Attitude of Members of Central Committee of the Communist Party o£ the Soviet Union (CCCPSU) on the Danger of War - - United States has presently reached such a high point that partial mobilization of armed forces is now being called for in the United States. Hall is to understand the fact that the United States will be responsible for most of the tensions created, and that the Soviet Union will counter with added tensions, As an example of the above, the aviation show which was to be subsequently held in Moscow was cited. and also a speech that Soviet Premier Nikita Khrushchev would make at a Moscow military academy affair was cited. This group instructed that Gus Hall is to be advised that despite whatever happens, the peace pact with East Germany will be signed as scheduled (date not stated). This will be done regardless of what Chancellor Conrad Adenauer, or anybody else, will say or do. The Soviets, however, are desirous of avoiding war, if at all possible, and despite the creation of tensions, as previously referred to, the Soviets will attempt to effect world peace. They will stage a World Peace Congress and Gus Hall is being instructed to give priority in helping to mobilize this Congress. The Congress will be similar in nature to, but broader than, the Stockholm Peace Congress. All organizations and ail individuals should be encouraged to join in the mobilization of this World Peace Congress. The date and place of the Congress has not yet been decided, and Gus Hall is instructed to keep this matter in confidence, because existence of the Congress has not yet been announced, ‘The purpose of this Congress is to put the onus upon the United States for the responsibility of world tension.
