PURPOSE: To advise that on 12/15/80, video cassette tapes
concerning U. S. Representatives Frank Thompson, Jr., of New
Jersey and John Murtha of Pennsylvania were requested by E.
Barrett Prettyman, Jr., Special Counsel, Committee on Standards
of Official Conduct, U. S. House of Representatives, for
review.
RECOMMENDATION: Inasmuch as the video tapes concerning these
Congressmen were made public at time of trial, General Propert}
Crimes Unit, Personal and Property Crimes Section, Criminal
Investigative Division, recommends that they be provided to this
committee .for whatever action deemed appropriate.

DETAILS: On 12/15/80, E. Barrett Prettyman's secretary
requested video cassette tapes of Congressmen Frank Thompson,
Jr., Of New Jersey and John Murtha of Pennsylvania. She
indicated that the request had been placed initially two weeks
prior to Gerald McDowell, Chief, Public Integrity Section,
Department of Justice, and that they were needed as soon as
possible. She was advised that a request for these tapes had
not been made to FBIHQ and that copies should be available

It should be noted that McDowell cofcurred with the
request as did John Jacobs, Strike Force Attorney, Eastern
District of New York. To reiterate, these particular tapes were
made public at time of trial and will be utilized for possible
disciplinary action against the Congressmen named above.
